Insurance and Risk Management Tools for Agriculture in the EU
8 May 2025
Climate related risks are a significant source of uncertainty for agricultural production, farm resilience, and the broader bioeconomy value chain. There is growing evidence that climate change is increasing both the frequency and severity of extreme weather events, leading to greater agricultural yield volatility in the future, and resulting destabilising of farm incomes. This report takes stocks of the forms of support currently in place for agriculture insurance schemes and other climate adaptation de-risking schemes across EU Member States, providing recommendations on how to improve access to finance and mitigate climate risks.
