Also called financial products, are types of interventions that may be offered via financial instruments to support projects. The choice of the financial products will depend on the market failures, suboptimal investment situations and investment needs to be addressed as well as the acceptable level of risk, reward and ownership.
This factsheet describes how ESF+ financial instruments can be combined with grants. By combining grants with financial instruments, managing authorities can address market failures, stimulate investment, and create more sustainable project pipelines that align with EU policy objectives.
The morning session of the second day of the workshop was focused on the combined EE FI for public sector buildings.
The second presentation was made by Mrs Iva Petkova from Bulgarian Fund FLAG about combined FI for EE measures in public buildings. This presentation provided a series of example of energy efficiency projects financed under ERDF urban development funds as well as from FLAG own resources, notably in combination with free technical assistance. This presentation stressed the challenges linked to combinations in two operations.
